It's a program for constructions.
It allows to build a (v,k,t,m) covering as the set union of two smaller coverings:
a covering (v-1, k, t, m) whose blocks remains unmodified
and a covering (v-1, k-1, t-1, m-1) whose blocks are changed adding to each (k-1) set the number v.
